Spending review decision and support for East Midlands public transport

The Chancellor, Rachel Reeves, made her first major spending review announcement on Wednesday 11 June 2025, but there was no mention of the A38 Derby scheme.

On Thursday 19 June, the Government released the UK Infrastructure: A 10 Year Strategy, setting out long-term investment priorities—but again, no update on the A38.

However, the Government did say a pipeline of capital projects is due to be published by the recess (23 July). This could include all the schemes in consideration for Road Investment Strategy 3 (RIS3). However the final RIS3 won’t be published until “early next year” now.

The quarter of a billion (though likely more) budgeted for the A38 expansion could instead be invested in smart, sustainable alternatives that reduce congestion, improve public health, and meet our climate obligations.

News due on the A38’s funding next week…

Even if the A38 survives this review, construction can’t start until after the Full Business Case is signed off—and National Highways confirmed via FOI that won’t happen until June 2026.

So, if Wednesday brings bad news, it’s not the end of the road. We’ll keep up the pressure to scrap the scheme and shift the money to sustainable transport instead.

Road investment is not the best way to support local economies, and the evidence about the effect of road schemes on economic growth is less strong than is sometimes assumed by policy makers.
